Subject: [PATCH 4/4] ipv6: Add support for IPsec virtual tunnel interfaces

This patch adds IPv6  support for IPsec virtual tunnel interfaces
(vti). IPsec virtual tunnel interfaces provide a routable interface
for IPsec tunnel endpoints.
