Because the IEEE 802154 and Bluetooth 6LoWPAN share the IPv6
header compression and uncompression code, the common code
is moved to net/core/6lowpan.c file.

Hi,
the IEEE802154 has 6LoWPAN support in net/ieee802154/6lowpan.c file
and Bluetooth is hopefully getting also 6LoWPAN support soon. The
two technologies are not the same but they share the IPv6 header
compression and uncompression code. Because of this common code,
I am sending this proposal to get comments of moving shared code
from ieee802154 and bluetooth into core.
What this patch does is take relevant bits from net/ieee802154/6lowpan.c
and create net/core/6lowpan.c file. The net/ieee802154/6lowpan.h header
file is moved fully to net/core/6lowpan.h. The net/ieee802154/6lowpan.c
is rebased to use the new API in net/core/6lowpan.c file.
The relevant Bluetooth code patchset can be seen here

I do not have IEEE 802154 devices so I have not tested the changes but
at least the corresponding changes I did for Bluetooth work just fine.
This patch does not contain Alex's latest UDP compression fixes
for net/ieee802154.
