This patch adds miscellaneous files for the Altera Ethernet Driver,
including ethtool support.

V5: - Change name of rx_fifo_drops to ether_drops to match closer to
the event it's actually counting and the description added
to the driver documentation.
V4: - Change names of statistics to match common usage found in most
drivers instead of TSE databook names.
- Remove unnecessary cast

- Remove cast to u64 when reading stats per comments
- add const to array of statistics string names per comments
V2: - Break up driver files for initial submission by logical function.
- Change bus type in ethtool from "AVALON" to "platform"
