Ok. After grepping for init_net, it seems to be used a lot in net/ieee802154/.

I think yes. If it's not set, a user may do:
$ ip link add link wpan0 name lowpan0 type lowpan
$ ip netns add foo
$ ip link set lowpan0 netns foo

The flag forbids the last command.
