Subject: [PATCH net-next v3 1/4] net: Rename sock_recv_ts_and_drops() to sock_cmsg_recv()

sock_recv_ts_and_drops() - as its name suggests - allows receiving
timestamp information and drop statistics.
Generalize the function name in preparation for adding additional
ancillary information.
