Subject: [PATCH v2 net-next 1/3] tcp: move struct tcp_sacktag_state to tcp_ack()

Later patch passes two values set in tcp_sacktag_one() to
tcp_clean_rtx_queue(). Prepare passing them via struct tcp_sacktag_state.
