config PRINTK_BITS_THAT_NETCONSOLE_NEEDS

(no help text or prompt)

config NETCONSOLE
    select PRINTK_BITS_THAT_NETCONSOLE_NEEDS

That would ensure that the bits added to printk don't get compiled in
unless CONFIG_NETCONSOLE=y.
