Subject: [RFC PATCH 06/17] netlabel: Add support for creating a CALIPSO protocol domain mapping.

This extends the NLBL_MGMT_C_ADD and NLBL_MGMT_C_ADDDEF commands
to accept CALIPSO protocol DOIs.
