Subject: [PATCH for bnxt_re V4 14/21] RDMA/bnxt_re: Support post_send verb

Enables the ib_post_send fastpath verb for posting Send work
requests on QPs.

v2: Fixed some sparse warnings
v3: Fixes endianness related warnings reported by sparse. Changes
    some of the macros to inline functions.
