It is a shame gcc doesn't contain that optimisation.
It also doesn't even make a good job of (a & b)/b * c since it
always does a shr and a sal (gcc 4.7.3 and 5.4).

Worthy of a #define or static inline.
Something like:
#define BIT_IF(v, a, b) ((b & (b-1) ? (v & a)/a * b : a > b ? (v & a) / (a/b) : (v & a) * (b/a))
