Subject: [PATCH net-next 07/15] tcp: bic,cubic: use tcp_jiffies32 instead of tcp_time_stamp

Use tcp_jiffies32 instead of tcp_time_stamp, since
tcp_time_stamp will soon be only used for TCP TS option.
