Subject: [PATCH net-next 06/15] tcp_bbr: use tcp_jiffies32 instead of tcp_time_stamp

Use tcp_jiffies32 instead of tcp_time_stamp, since
tcp_time_stamp will soon be only used for TCP TS option.
