Subject: [PATCH] net: tcp_input: Neaten DBGUNDO
Move the #ifdef into the static void function so that the use
of DBGUNDO is validated when FASTRETRANS_DEBUG <= 1.
Remove the now unnecessary #else and #define DBGUNDO.
