Subject: [PATCH 1/2 net-next] ibmvnic: Rename IBMVNIC_MAX_TX_QUEUES to IBMVNIC_MAX_QUEUES

This value denotes the maximum number of TX queues but is used
to allocate both RX and TX queues.
