This seems to be hard to reproduce, but we are also seeing similar
hangs on 4.4 kernels.

I don't know if it's related or not, but we are also seeing KMSAN
warnings about usage of uninit memory in this function. KMSAN seems to
be saying that the function over-reads skb buffer. Though, the tool
still has some false positives, so take this with a grain of salt.
