So looks like the ipv4 over ipv6 gre passes.

but the ipv6 over ipv6 gre fails.
Do you have any firewall rules that block this traffic?
or if possible, the packet might get dropped at function ip6gre_xmit_ipv6
can you print the return value of this function?

I'm still not able to reproduce the issue on next-20180620.
Below is my test.

Testing IP6GRETAP tunnel...
