Subject: [PATCH iproute2] testsuite: correctly use CC macros for generate_nlmsg
It's $(QUIET_CC)$(CC) not $(QUIET_CC), copy-paste error. CI does
verbose build so it slipped through.
Fixes: 6e7d347aabbb ("testsuite: build generate_nlmsg with QUIET_CC")
