Subject: [PATCH 1/1] net: stmmac: implement the SIOCGHWTSTAMP ioctl

From: Tema <panfilovartyom@...il.com>

This patch adds support for the SIOCGHWTSTAMP ioctl which enables user
processes to read the current hwtstamp_config settings
non-destructively.
