Subject: [PATCH] net: stmmac: dwmac-rk: fix error handling in rk_gmac_powerup()

If phy_power_on() fails in rk_gmac_powerup(), clocks are left enabled.

Found by Linux Driver Verification project (linuxtesting.org).
