This comment is bit confusing. It is first "netlink attribute" rather
than "action". Can you change similar comments?

I do not see need to add vlan-tag length here. This limit can be
programmed in vlan flow itself. So that we can avoid this calculation

This is exception case, so we could rather keep
OVS_CHECK_PKT_LEN_ATTR_ACTIONS_IF_LESS_EQUAL first to optimize usual
scenario.
