Subject: [PATCH net] ipv4: Fix updating SOF_TIMESTAMPING_OPT_ID when
 SKBTX_HW_TSTAMP is enabled

Ensure that the unique timestamp identifier is incremented for skb hardware
timestamps, not just software timestamps.
