What Marcelo talks about here is that  nla_parse_nested checks has been
made stricter (compared to nla_parse_nested _deprecated) by checking

the netlink attribute (nla variable here) has the NLA_F_NESTED flag,
that is suppose to be supplied by the userspace caller (e.g iproute2)

Since this is a new tc action, I'll make sure that before the
corresponding userspace iproute2 patches merge, we will

send this flag for all tc actions, or at least for this specific function.
