This HW always time stamps both edges:
flags Meaning
---------------------------------------------------- --------------------------
PTP_ENABLE_FEATURE Time stamp both edges
PTP_ENABLE_FEATURE|PTP_RISING_EDGE Time stamp both edges
PTP_ENABLE_FEATURE|PTP_FALLING_EDGE Time stamp both edges
PTP_ENABLE_FEATURE|PTP_RISING_EDGE|PTP_FALLING_EDGE Time stamp both edges
