There's a call of napi_complete() at hisilicon/hns3/hns3_enet.c:3331,
so its polling cannot end with non-empty napi->rx_list.

gro_flush_oldest() is only called inside dev_gro_receive(), so the
subsequent mandatory napi_complete_done() will sweep all leftovers.
