Subject: [PATCH 04/28] docs: networking: convert altera_tse.txt to ReST

- add SPDX header;
- use copyright symbol;
- adjust titles and chapters, adding proper markups;
- mark lists as such;
- adjust identation, whitespaces and blank lines;
- add to networking/index.rst.
