Sparse reports a warning at tscm_hwdep_read_queue()

warning: context imbalance in tscm_hwdep_read_queue() - unexpected unlock

The root cause is the missing annotation at tscm_hwdep_read_queue()
Add the missing __releases(&tscm->lock) annotation
