Subject: [PATCH 6/9] sit: impement ->ndo_tunnel_ctl

Implement the ->ndo_tunnel_ctl method, and use ip_tunnel_ioctl to
handle userspace requests for the SIOCGETTUNNEL, SIOCADDTUNNEL,
SIOCCHGTUNNEL and SIOCDELTUNNEL ioctls.
