just "en.h" works fine.

but the idea of mlx5/core/lib is to have only mlx5 basic low level lib
for HW access, we don't want en/netdev code in here.

for example, this struct should be managed by en_main.c as it belongs
to the netdev layer, so it should be maintained on mlx5e_priv.

I know lib/vxlan.c is only used by the netdev layer, but this doesn't
mean we should break the layering.

I can provide a patch if you want, until the testing is done.
