Subject: [PATCH net-next 1/7] sched: un-hide lockdep_tasklist_lock_is_held() for !LOCKDEP

We're trying to make LOCKDEP-related function declarations
visible to the compiler and depend on dead code elimination
to remove them.

Make lockdep_tasklist_lock_is_held() visible.
