The test checks for the following case:
     state          report        result                  action
   EXCLUDE (X,Y)  IS_EX (A)     EXCLUDE (A-Y,Y*A)        (A-X-Y)=GMI
                                                         Delete (X-A)
                                                         Delete (Y-A)
                                                         Group Timer=GMI
