Subject: [PATCHv2 iproute2-next 2/5] lib: rename bpf.c to bpf_legacy.c

This is a preparation for later libbpf support in iproute2. Function
bpf_prog_load() is also renamed to bpf_prog_load_buf() as there is a
conflict with libbpf.
