Subject: [PATCH 08/10 net-next] net/tipc: fix socket.c kernel-doc

Fix socket.c kernel-doc warnings in preparation for adding to the
networking docbook.

Also, for rcvbuf_limit(), use bullet notation so that the lines do
not run together.
