Subject: [PATCH v3 net-next 1/6] ice: add support detecting features based on netlist

Add new functions to check netlist of a given board for:
- Recovered Clock device,
- Clock Generation Unit,
- Clock Multiplexer,

Initialize feature bits depending on detected components.
