Subject: [PATCH v3 3/3] Bluetooth: mgmt: add set_quality_report for MGMT_OP_SET_QUALITY_REPORT

This patch adds a new set_quality_report mgmt handler to set
the quality report feature. The feature is removed from the
experimental features at the same time.
