sk_psock_skb_ingress_self() | sk_psock_skb_ingress()
    skb_set_owner_r()
       sk_mem_charge()
    sk_psock_skb_ingress_enqueue()

The other code path skmsg is charged by skb_set_owner_r()->sk_mem_charge()
