You are right, I think I misunderstanded the concept of qdisc and tc before.
and seems all 'QDISC' here should be 'TC'? which means:

QDISC_EGRESS -> TC_EGRESS
QDISC_DROP -> TC_DROP
QDISC_INGRESS -> TC_INGRESS
