Subject: [PATCH net] net: handle ARPHRD_PIMREG in dev_is_mac_header_xmit()

This kind of interface doesn't have a mac header. This patch fixes
bpf_redirect() to a PIM interface.

Fixes: 27b29f63058d ("bpf: add bpf_redirect() helper")
