Hello,
RTL8111EP series has an out-of-band (OOB) management block and an in-band (IB) Ethernet block. The OOB IP address and IB IP address need to be synchronized through driver and client tool. The driver also needs to disable some power saving modes to keep DASH active and set "IB driver ready" to notify the OOB block. So we recommend you to use DASH LAN driver + client tool for DASH application. Maybe you can contact ASRock for further assistance. Thanks.

Thanks Heiner, that does it!
The link survives both rmmod and shutdown.
Now if only someone could figure out how to trick the realtek DASH
firmware web interface to keep managing the power state after the OS is
booted. Being able to reset a stuck system is the minimum I would think.
Anyone at Realtek that can help here?
