Subject: [PATCH bpf-next v4 4/4] tools/runqslower: Use libbpf 1.0 API mode instead of RLIMIT_MEMLOCK

Explicitly set libbpf 1.0 API mode, then we can avoid using the deprecated
RLIMIT_MEMLOCK.
