Subject: [PATCH iproute2-next v1 2/2] devlink: add support for running selftests

Add command and helper APIs to run selfests.
Also add a seltest for flash on the device.

Examples:
$ devlink dev selftests run pci/0000:03:00.0 test flash
 results:
    flash test :  failed

$ devlink dev selftests show pci/0000:03:00.0
device suuports:
    flash test
