Subject: [PATCH net] Documentation: fix udp_wmem_min in ip-sysctl.rst

UDP doesn't support tx memory accounting, and sysctl udp_wmem_min
is not really used anywhere. So we should fix the description in
ip-sysctl.rst accordingly.
