Subject: [PATCH V3 02/11] notifier: Add panic notifiers info and purge trailing whitespaces

Although many notifiers are mentioned in the comments, the panic
notifiers infrastructure is not. Also, the file contains some
trailing whitespaces. Fix both issues here.
