Subject: [PATCH v2 3/5] net: sock: extend SO_TIMESTAMPING for DMA Fetch

This patch is to extend SO_TIMESTAMPING API to support the DMA Time
Stamp by adding a new flag SOF_TIMESTAMPING_TX_HARDWARE_DMA_FETCH.
User space application can configure this flag into hwtstamp_config flag
if require to use the DMA Time Stamp for that socket application.
