I can reproduce the issue on the "net" tree with just these 3 commands:

# ip netns add ns1
# ip netns add ns2
# ip link add ns1eth1 netns ns1 type veth peer name ns2eth1 netns ns2

Without this commit fccca038f300 ("veth: take into account device
reconfiguration for xdp_features flag"), I don't have the issue.
