So we end up with some code duplication between receive_small() and
receive_small_xdp() on building skbs. Is this intended?
For mergeable, we're probably fine since XDP_PASS doesn't need to
get_buf(). But for the path of small, I wonder if it's better to keep
the original code for building skb.
