It looks like you ethtool is either old, or not build to decode the
contents of the eeprom:

The EEPROM contains vendor name and product number. We enable quirks
based on those, so they apply to specific SFPs.
If i'm reading your hex correctly, it says: `NETGEAR` and `AGM734`
Take a look at the quirk for rollball. You can add a new
sfp->mdio_protocol which indicates a different address should be used.

Then they are not compatible :-)
The real problem here is that the standards don't actually say how you
are supposed to talk to the PHY. The address and the protocol is
undefined.
