The case where we don't call scm_set_cred() is like

  1. No skb in the queue (if skb == NULL scope)
  2. close() the peer
       - set SHUTDOWN_MASK to sk_shutdown
       - set ECONNRESET to sk_err
    or
     shutdown(RCV_SHUTDOWN) sk
    or
     timeout with -EAGAIN

Under this situation there must be nothing to receive, so I don't think
this change could cause regression.

If we have one skb at least in the queue, we will call scm_set_cred().
