Subject: [PATCH bpf-next v3 0/7] add BPF_F_PERMANENT flag for sockmap skmsg redirect
v2->v3: Change BPF_F_PERMANENTLY to BPF_F_PERMANENT.
Modified the relationship with apply/cork_bytes.
And change the two helpers's description
