emac_set_taprio() is already doing something like this.
It only implements TAPRIO_CMD_REPLACE and TAPRIO_CMD_DESTROY. Others are
not supported.

emac_setup_taprio() is first doing all the neccessary check and then
calling emac_set_taprio(), which actually perform actions based on the
taprio->cmd. I think I'll keep this as it is.
