Subject: [PATCH] MAINTAINERS: Maintainer change for ptp_vmw driver

Deep has decided to transfer the maintainership of the VMware virtual
PTP clock driver (ptp_vmw) to Jeff. Update the MAINTAINERS file to
reflect this change.
